If it is possible to connect to the network, please follow the steps below, after which you will become a client of “Vilniaus Vandenys”.

  • 1. Submit a request to get the terms for connecting

    You can complete and submit a request to get the terms for connecting:

    • where the object is a single-family or two-family house, part of a house or apartment, HERE.
    • where the object is an apartment building or a block of houses, a hotel, administrative, catering, scientific, commercial, warehousing or manufacturing building, as well as district networks, street or network reconstruction, HERE. 

    You can also complete a request by arriving at our nearest CUSTOMER SERVICE UNIT. 

    Together with the request, the following documents (scanned/photographed copies) are required:

    • documents confirming the ownership of a land plot or other right to possession (preferably not older than 1 year);
    • land lease, sublease, lending agreement (if any, preferably not older than 1 year);
    • a plot boundary plan (preferably not older than 3 years);
    • certificate on structures (apartments, premises) registered in the Real Estate Register and rights to them (preferably not older than 1 year);
    • design proposals (if they were drafted);
    • authorization for the designer to perform the actions of the customer defined in the legislation governing the preparation of technical projects (if you have a selected designer).
    • 1.1. If you are applying from an apartment building that is not connected to water supply and sewerage networks

      If the inhabited apartment building is not connected to centralized water supply and sewerage networks to date, the request for the conditions of connection must be submitted by the manager of the objects of widespread use of the house: the partnership of owners of apartments and other premises, a person authorized by a joint partnership agreement or the administrator of widespread use objects. If the house does not have a manager, the owner of one apartment can apply, who, by decision of most owners of apartments and other premises, is authorized to submit such a request and perform other actions related to the design and installation of the water supply line inlet/ sewerage outlet. An exemplary form for solutions of most owners of apartments and other premises can be found HERE.

      When applying from an apartment building, you need to additionally provide:

      • an extract from the Real Estate Register of the entire apartment building.
      • the decision of the majority of co-owners to design and install a water supply line inlet/sewerage outlet for the apartment building, where the manager or natural person authorized to perform the above actions is indicated. When deciding, the owner of each apartment and other premises has one vote. If the apartment or other premises is owned by ownership right by several owners, they are represented by a collective agreement between them by one person who has one vote.

      If the apartment building was constructed on the formed land plot — all owners of the land plot consent to conduct works of installation of water supply line inlet /sewerage discharge outlet. The consent form can be found HERE.

    • 1.2. If you apply in case of partition of an apartment or premises

      If you are applying for the installation of a separate water accounting system and the conclusion of a contract in case of partition of an apartment or premises, you must:

      • complete and submit a REQUEST for the conditions of connection or arrive to complete it at our nearest CUSTOMER SERVICE DEPARTMENT . With the application it is necessary to provide a certificate about the apartments/premises registered in the Real Estate Register and the rights to them (that should be preferably not older than 1 year). 
      • prepare a project in accordance with the issued conditions for connection. For the preparation of a project of indoor premises, you can contact any design company or freelance designer that is acceptable to you. For project coordination with “Vilniaus Vandenys”, you or your authorized designer can register HERE.
      • sign a contract. You can submit a request for conclusion of a contract by e-mail to info@vv.lt or by arriving to our nearest CUSTOMER SERVICE DEPARTMENT . Together with the request, please also submit an agreed project.

  • 2. Prepare a project
    • 2.1. If the project is being prepared by “Vilniaus Vandenys”

      At the request of customers, “Vilniaus Vandenys” can prepare a project of water inlet /sewerage outlet (network from the house to the nearest street networks) and, where necessary, have it approved by with Vilnius city or district municipalities.

      The service is provided for the design of inlets /outlets for existing single-apartment, two-apartment or garden houses that will be connected to centralized networks of “Vilniaus Vandenys”. 

      “Vilniaus Vandenys” cannot provide the service if it is necessary to design shared networks (a distribution pipeline to which more than one user will be able to connect) or if the connection is to private networks. Information on whether a shared network will be laid is provided in the terms for connection.

        *** A topo photo is a topographic plan, combined with engineering networks, underground communications. The topographic plan must be not older than 3 years (from the beginning of the design of the structure).

        **** A one-apartment is a one-apartment residential building, when one water supply inlet and/or one sewerage outlet is designed into it.

        **** A two-apartment building is a two-apartment residential building when two water supply inlets and/ or two sewerage outlets are designed into it.

        ***** A simplified scheme is prepared if the planned networks for designing meet these conditions, see HERE.  Irrespective of whether the customer orders a simplified scheme for one or both communications, one price applies.

        ****** The project you are preparing may require a design expertise. Expertise is required when the boundaries of the project being prepared for you fall into the boundaries laid down in the Registry of Cultural Property. You can have the project expertise conducted by an independent expert and present us with the project expertise act.

        ******* Corrections are conducted if modifications are required to the prepared project.

        ******** Termination Fee applies if the customer terminates the service order or if due to the customer’s fault the Water Supplier is unable to fully perform the service (including but not limited to as a result of failure to submit documents, consents, etc.).

        If the boundaries of the project under implementation fall within the boundaries laid down in the Registry of Cultural Property, a contract with an archaeologist for the performance of the archaeological works may be required in the course of obtaining a building permit for the project. This contract should be concluded by the customer ordering the project, as “Vilniaus Vandenys” does not provide this service.

        How to order this service?

        The service is ordered by submitting a request to info@vv.lt or upon arrival at the CUSTOMER SERVICE DEPARTMENT .

        When ordering a service, you must fill out the ORDER FORM and with it additionally submit the documents specified in the MEMO . One of the necessary documents is the CONSENT OF THE CO-OWNERS OF THE LAND PLOT.

    • 2.2 If the project is prepared by the customer

      According to the terms of connection, you must prepare a project for the construction of networks, coordinate it with the necessary authorities and obtain a document permitting construction for it. The document permitting construction is issued remotely using the information system for construction permits and state supervision of construction of the Republic of Lithuania “INFOSTATYBA” .

      For project preparation and coordination, we recommend that you contact a design company or freelance designer that is acceptable to you. For project coordination with “Vilniaus Vandenys”, you or your authorized designer can register HERE.

      • When networks of shared use are being designed or reconstructed

        When designing water supply and/or sewerage networks of common use or reconstructing networks operated by “Vilniaus Vandenys”, it is necessary to sign contracts before the date of receipt of the document permitting construction.

        • 2.2.1. When designing shared use water supply and/or sewerage networks within the territory of Vilnius city municipality

          In designing shared use water supply and (or) sewerage networks in the territory of Vilnius city municipality , if the conditions for connection to the communication networks of “Vilniaus Vandenys” UAB and the conditions for connection to the communications issued by Vilnius city municipality are issued after 1 January 2021 , upon entry into effect of the Law on Municipal Infrastructure Development of the Republic of Lithuania this year, the developer has to sign the contract on infrastructure development of Vilnius city municipality.

          When shared use water supply and (or) sewerage networks are designed in the territory of Vilnius city municipality and “Vilniaus Vandenys” UAB connection conditions were issued after 1 January 2021 , and the conditions for connection to communications  were issued by Vilnius city municipality  before 31 December 2020, the previous procedure for the conclusion of network construction contracts applies — a tripartite network construction contract is signed.

          SPECIFIC CONDITIONS OF THE NETWORK CONSTRUCTION CONTRACT

          • In the contract, fill in the developer’s requisites and the data about the project (name of the object, address, No. of conditions for connection).
          • For the convenience of developers and designers, when calculating the preliminary value of networks, it is possible to use the ready-made CALCULATOR of the value of networks. In the calculator, enter the length of the networks to be designed and the calculator will provide the total value of the networks and the rate per 1 meter.
          • Please send the completed contract form to info@vv.lt.
          • Together with the contract, please submit the full part of the project of outdoor water supply and sewerage networks.
        • 2.2.2. In designing shared use water supply and/or sewerage networks in municipal territories of Vilnius, Švenčionys and Šalčininkai districts

          The developer, when designing shared use water supply and (or) sewerage networks in municipal territories of Vilnius, Švenčionys and Šalčininkai districts, from 1 January 2021, upon entry into effect of the Law on Municipal Infrastructure Development of the Republic of Lithuania, has to sign a contract on infrastructure development.

        • 2.2.3. Dismantling, relocating, reconstructing the networks operated by “Vilniaus Vandenys” and/ or sewerage networks

          The developer, when dismantling, relocating, reconstructing water supply and wastewater networks operated by “Vilniaus Vandenys”, must sign a bilateral contract for the reconstruction of infrastructure facilities for drinking water supply and wastewater management, on the basis of which the cadastral files of networks are updated and are registered in the “Centre of Registries”. The contract for the reconstruction of networks must be signed before the date of receipt of the document permitting construction. 

          We invite you to familiarize yourself with the GENERAL TERMS AND CONDITIONS OF THE CONTRACT. 

          IN THE SPECIAL TERMS AND CONDITIONS OF THE CONTRACT , please fill in the developer’s information and the information about the project (object name, address, number of terms and conditions for connection). Please send the completed contract form to info@vv.lt. Together with the contract, please provide the full part of the project of outdoor water supply and sewerage networks. 

          For the convenience of developers and designers, when calculating the preliminary value of networks, it is possible to use the ready-made CALCULATOR to calculate the value of networks. In the calculator, enter the length of the networks to be designed and the calculator will provide the total value of the networks and the rate per 1 meter.

        “Vilniaus Vandenys” operates only shared water supply and/or sewerage networks, which are designed on public land or on private land plots where there is an excluded easement giving the right to construct and service engineering networks. “Vilniaus Vandenys” does not operate sewerage outlets and water supply inlets (except water supply inlets to multi-apartment houses, guest houses). 

        Shared use water supply and sewerage networks are transferred in accordance with Art. 16 (4) of the LAW on Drinking Water Supply and Waste water Management .

  • 3. To sign a contract and carry out construction works
    • 3.1. What needs to be done for a proper connection?

      Please submit your application for connecting to the networks before the start of the contract works, in this case “Vilniaus vandenys” UAB will present you with a good offer. The owner of the property can contact info@vv.lt to request a connection:

      • by completing AN APPLICATION FORM, and adding the indicated documents in the request form;
      • in a free form, by stating your details (for the conclusion of the contract) and enclosing the documents listed below.

      If your project has been agreed before 2018, the following annexes are required:

      • A copy of the extract from the Real Estate Register database (for the plot of land on which water supply and wastewater networks are being constructed or for the existing building/ apartment);
      • Terms and conditions for connecting;                                                                                                                                                      
      • The agreed project;
      • A copy of the power of attorney to sign the contract, a document justifying the basis of representation (if you are an authorised person);
      • A construction permit/ a written approval of the project (required if issued).

      If your project was agreed in 2018 or later, the following annexes are required:

      • A copy of the extract from the Real Estate Register database (for the plot of land on which water supply and sewerage networks are being constructed or for the existing building/ apartment);
      • A copy of the power of attorney to sign the contract, a document justifying the basis of representation (if you are an authorised person);
      • A construction permit/ a written approval of the project (required if issued).

      When you submit an application for connecting to the networks, our staff will offer you one of 5 possible service options and explain the terms of the offer. The offer that is right for you is based on the infrastructure you plan to develop.

      You can also contact our Customer Service Department in Vilnius at Spaudos st. 8-1 to receive an offer and sign a contract. The staff of “Vilniaus vandenys” UAB will explain you the terms of the contract and answer any questions you may have.

      If you submit a request for connecting to the networks, “Vilniaus vandenys” UAB may ask you to provide additional documents.

      Additional work is necessary to ensure the proper and safe operation of the installed networks.

      Additional works are needed to ensure the proper and safe operation of the installed networks.

      • Acceptance of hidden works – after the construction of the network, an inspection of the works must be carried out to assess whether the networks have been installed at the right depth, by using the correct materials, etc.  The proper execution of the works is recorded in a “Deed of acceptance of hidden works”. The inspection is carried before burying the pipeline, so please invite a representative of “Vilniaus vandenys” UAB to accept the hidden works as soon as the network has been installed.
      • Connection of a water inlet to the water supply network – the connection of the newly installed infrastructure to the existing infrastructure (network), by using the connection method and the materials specified in the project. It does not include infrastructure contract works (e.g., laying pipelines, installing wells, etc.).
      • Hydraulic testing of a water pipeline – filling the pipeline with water and pressurising it to make sure it is leak-proof.
      • Disinfection and rinsing of the water pipe – the pipe is rinsed with water and a disinfectant solution to ensure the removal of any dirt that may have got into it during construction.
      • Microbiological water testing – testing of a water sample to assess water quality.
      • Installation of water metering node – preparation of internal pipeline for the installation of a water metering device. Once the water metering node is ready, a water metering device (meter) is installed, which will be used to get the details for payment for the services.
      • TV diagnostics of the wastewater network – a camera captures the differences in height to assess the slope of the pipeline, which must ensure that wastewater flows, and the pipeline is not blocked. A network TV diagnostics is mandatory when the diameter of the pipeline to be connected is ≥ 160mm.
      • Cleaning water supply network by a stopper – ensures that large debris that may have been introduced during construction is removed from the network. Cleaning with a stopper is a must when the diameter of the pipeline to be connected is ≥ 60mm.
      • Geodesic network photograph – the spatial positioning of engineering networks by geodesic measuring, indicating the distances from the objects and the ground depression from the ground surface.
    • 3.2. If the construction work is carried out by “Vilniaus vandenys”

      Where requested by the customer, we will install a water inlet/ waste water outlet according to an agreed project and will provide a possibility to purchase the service through a HIRE PURCHASE. The service is provided for residential buildings (a single apartment/ double apartment, a garden house, etc.) designed with pipelines with the following diameters:

      • for water supply inlet – dn ≤ 32mm
      • for wastewater outlet – dn ≤ 160mm

      We will not be able to provide the service if a shared network (a pipeline to which more than one user will be able to connect) is designed in conjunction with the water supply inlet/ wastewater outlet. Information on whether a shared network will be laid is provided in the terms for connection.

      • Why should you order construction services from “Vilniaus vandenys”?

        Contact “Vilniaus vandenys” for the following services:

        • Construction of a water supply inlet/ wastewater outlet (trenching and pipe-laying)
        • Dismantling and relaying of pavements*
        • Preparation of geodetic control photographs of water supply and wastewater networks

        *This service is only available to customers when ordering an inlet/ outlet installation service.

        In addition, “Vilniaus vandenys” will provide you the following services free of charge*:

        • Connect the water inlet/ wastewater outlet to the network of “Vilniaus vandenys”
        • Perform a hydraulic test on a water supply pipeline
        • Rinsing and disinfecting the water inlet
        • Conduct microbiological testing of water quality
        • Install a standard water metering node

        *If the services are provided as part of the connection to private networks, i.e., the customer will not become a customer of “Vilniaus vandenys”, a service order form will be signed with him/her, not a contract, and in such a case the additional services will be paid.

        Why do we offer to book these services from “Vilniaus vandenys”?

        • You save some time as you do not have to look for someone to do it for you.
        • If the customer does the works himself, it takes longer: trenches will be left open for longer, mud will leak onto nearby surfaces (e.g., paving stones) when it rains, it will be otherwise inconvenient.
        • The work will be carried out by our qualified specialists.
        • The work is carried out faster by avoiding intermediate steps, which saves time.
        • You can pay for the service in instalments by using a consumer credit.
      • How do I book these services?

        1. Upon request of customer (by email info@vv.lt or by visiting the Customer Service Centre), the cost of the installation of the water supply inlet/ wastewater outlet is calculated within 10 working days and agreed with the customer by phone.

        2. If the price is acceptable, a service contract* is drafted for the customer. The customer may sign and email it to info@vv.lt or visit the Customer Service Centre.

        3. Once the contract is signed, the client is contacted by phone and a time for works is agreed.

        *If the services are provided as part of the connection to private networks, i.e., the customer will not become a customer of “Vilniaus vandenys”, a service order form will be signed with him/her, not a contract, and in such a case the additional services will be paid.

        • *You can pay for the service in instalments using a CONSUMER CREDIT.
        • ** For the construction works and the preparation of the geodetic control image, you can also contact any contractor company of your choice to have the water inlet and the wastewater outlet installed and for other services listed above. You can also lay the networks yourself.
        • *** The cost of installing an inlet/ outlet consists of a fixed fee and additional excavation charges per metre. If no pavement demolition and reconstruction works are ordered, but during the excavation works the streetscape is disrupted, the price must also include the demolition/ restoration works carried out outside the private property.

        • ****** Transport costs for transporting work equipment to carry out works in Šalčininkai or Švenčionys district. The distance is calculated from the boundary of Vilnius district to the actual place where the work is to be carried out.                              
        • The service is not provided when, in conjunction with the water supply/ waste water outlet, a shared network (a distribution pipeline to which more than one customer will be able to connect) is designed.
    • 3.3. If the construction works are carried out by the client

      Should the customer decide to carry out the construction work on their own, or in case of a service not provided by “Vilniaus vandenys”, we recommend that you assess the scope of the work and, if necessary, contact a contract works company of your choice. The infrastructure must be equipped and prepared for connection in accordance with the connection conditions and the agreed design. When laying the network, it is mandatory to leave a working hole open for the connection.

      The installation of the networks shall be assessed by employees of “Vilniaus vandenys” who are to be called by a general phone number at least 5 working days before the scheduled time of the visit.

  • 4. Invite a representative of “Vilniaus Vandenys”

    Once the construction of the client’s networks is completed, “Vilniaus Vandenys” commits itself to customers who signed the contract to perform the connection works and provide additional services provided for in the contract.

    These works are conducted without burying the pipeline, therefore after installation of networks please invite a representative of “Vilniaus Vandenys” to conduct further works.

    Attention! In the course of implementation of works, please note that you might need to wait for the specialist’s visit, therefore, please register at least 5 days before the planned visit.

    Attention! Once Vilnius City Municipality issues a permit to a customer to excavate only outside working hours and/ or on non-business days, the customer 5 business days before the start of the planned work must submit by e-mail: info@vv.lt the following:

                                 1. An application with annexes (a, b, c) to accept concealed works of water supply and/ or sewerage pipeline laying outside of business hours and/ or on non-business days, by indicating the address of the object and the preliminary time of execution of the works (date, hour):

    a) a permit issued by Vilnius city municipality with the specified time limit (outside business hours and/ or on non-business days);

    b) an extract from the agreed project indicating the place where the works will be conducted (the location to be marked in the consolidated engineering network plan and a longitudinal profile to make it clear what section from — to will be displayed, the pipeline diameter, material);  

    (c) an act of inspection of the products of materials signed by a representative of the Company (if they will be installed).

    From 1 July 2021, the customer, registering a call for the arrival of a representative of the Company to the final commissioning of the object, confirms that the project solutions are implemented, the networks are laid in accordance with the project and the requirements of the conditions for connection, and all the necessary documents are available.     If upon arrival of the specialist it is established that the project solutions have not been implemented, defects and inconsistencies with the requirements of the legislation and the project are found, that the necessary documents have not been submitted, an invoice may be raised to pay “an empty call fee” approved by the Company that is valid at the time of final commissioning of the object as per contract. Currently, the approved call-out charge is 100 euros (including VAT).

    An invoice will be raised to the Customer who has entered into a temporary contract. We recommend that developers inform their contractors about this!

  • 5. Use of services

    After completing all the works laid down in the contract — congratulations on becoming a client of “Vilniaus Vandenys”!

    Every month before the last day of the month, you are asked to declare readings and pay a fee for the services provided to you. It is very convenient to do this on the SELF-SERVICE WEBSITE of “Vilniaus Vandenys”.
